Rear brake on jr1?

I just picked up a jr1 for my son that I would like to give him for Christmas.
He is 5.
Here's my problem(s)-
1-I'm located in l.i. N.y.
2-I believe the rear brake pads are done
3-The cable is at the absolute max and it has a slight brake "drag" when the pedal is fully depressed,is that how this ghetto brake system works?or do I need pads.This thing just arrived do to the crappy shipping company I used,thus why I'm in a pinch.I'm gonna pull the brakes apart tomorrow.
4-if it is indeed the pads where can I get them FAST?
5-what is the best brake upgrade for this kart.
6-I've read about a single chain setup,who makes or has that.
7-I can fab up just about anything,these are new to me and it seems everybody keeps pics of their mods off the internet.which is understandable somewhat.

Save yourself the headache and ditch the stock rear brake. The hydraulic setup is the way to go by far. Call either Denny @ Fodrill Motorsports 623-433-8643 or call Brett @ B&D Preformance 909-964-1590 both are good guys and come through for me all the time.
