When you say race carb I'm assuming you mean a tillotson. like this one
The flooding while it's sitting is usually caused by a little dirt under the needle. If your at the races you'll notice everyone turn The fuel on just before we start and shut it off immediately after shutting the engine off. make sure you use a good fuel filter. I use a walboro one that can Be found at any kart shop.  there is a screen under the blue cap. Remove the top screw and check for any debris in it.
Sometimes you can clear it by starting it up with air filter off and revving it a little then cap the intake with with your hand. That will suck a bunch of fuel thru the carb in a hurry and sometimes cleans itself out. Also make sure you have bled the air from the fuel line.
I rebuild the carb every couple months and replace the diaphragms two weeks during the season. The diaphragms get hard and worn very quickly. This will make tuning very difficult.
How many turns out are your high and low needles? Fleming told me to
Start at 1 to 1-1/4 out on hi and 5/8 out on low and tune from there.
